Key Responsibilities:

  • Tender and Proposal Development:
    • Write and develop comprehensive bid documents, including but not limited to responses to Request for Proposals (RFPs), Request for Quotations (RFQs), Request for Information (RFIs), and Expressions of Interest (EOIs).
    • Ensure that all submitted proposals meet client requirements, including technical specifications, evaluation criteria, and deadlines.
    • Present bid information in a clear, structured, and professional manner, emphasizing the organization’s strengths and the solution’s alignment with the client’s needs.
  • Tendering Process Knowledge:
    • Maintain up-to-date knowledge of local and international tendering processes and public procurement regulations, including PPPFA (Preferential Procurement Policy Framework Act), B-BBEE (Broad-Based Black Economic Empowerment), and other relevant compliance frameworks.
    • Understand the full lifecycle of the tender process, from identification of opportunities to post-submission debriefings, ensuring all procedural steps are followed accurately.
  • Proposal Strategy and Positioning:
    • Collaborate with cross-functional teams (technical, financial, legal, and operations) to ensure that proposals reflect a cohesive, client-focused strategy and are aligned with the organization’s overall objectives.
    • Assist in developing win strategies and key messaging that positions SayPro as the best-fit service provider for the given opportunity.
  • Bid Coordination and Document Management:
    • Oversee the collection and organization of all relevant bid documents and supporting materials, including company profiles, project references, financial statements, and CVs of key personnel.
    • Lead the proposal drafting and editing process, ensuring that all contributions are clear, consistent, and effectively communicate the value proposition.
    • Maintain a database of reusable content, ensuring proposals are timely and efficient.
  • Editing and Quality Control:
    • Edit and proofread all proposals to ensure they meet SayPro’s high standards of quality and compliance.
    • Conduct final reviews to confirm that responses adhere to the specifications, guidelines, and instructions provided in the tender documentation.
  • Submission Management:
    • Manage the logistics of tender submissions, ensuring that all necessary documentation is submitted on time and in the correct format (physical, electronic, or both).
    • Track the submission process and ensure that any clarifications or additional documents requested by the client are handled promptly and accurately.

Skills and Knowledge Required:

1. Tendering and Proposal Development Expertise:

  • In-depth Understanding of Tendering Processes:
    • Knowledge of the formal processes and legal requirements involved in preparing and submitting tenders, particularly in South Africa, including the applicable procurement regulations (PPPFA, B-BBEE, CIDB).
    • Experience with public sector, private sector, and international tenders, understanding the nuances of each type.
  • Proposal Structuring and Writing:
    • Expertise in crafting compelling, structured, and client-focused proposals. Ability to translate complex technical information into clear and concise narratives.
    • Understanding of proposal evaluation criteria, with the ability to tailor responses to meet specific evaluation points, ensuring a competitive edge.
  • Compliant Tender Responses:
    • Demonstrated experience in preparing compliant, comprehensive, and high-quality tender submissions, with meticulous attention to detail and adherence to submission instructions.

2. Strategic and Analytical Thinking:

  • Ability to analyze tender documents and client requirements, extracting key information to form the basis of winning proposals.
  • Strong understanding of the strategic goals behind bid and tender submissions, with the ability to align proposals with client objectives and needs.
  • Industry Knowledge:
    • A deep understanding of the industry sectors SayPro operates in (such as education, social development, consulting, training) and how these intersect with tender requirements in various sectors.

3. Collaborative and Interpersonal Skills:

  • Strong interpersonal skills, with the ability to work collaboratively across multiple departments (legal, financial, technical, etc.) to gather necessary information and input for the proposal.
  • Proven experience in coordinating multidisciplinary teams to ensure timely and quality bid submissions.

4. Project and Time Management:

  • Exceptional organizational skills with the ability to manage multiple bids simultaneously while adhering to strict deadlines.
  • Ability to work under pressure while maintaining a high standard of work.

5. Attention to Detail and Compliance:

  • Strong attention to detail in reviewing and editing proposals, ensuring that all responses are accurate, well-presented, and fully compliant with the tender specifications.
  • Ability to spot inconsistencies, errors, or omissions that could affect the success of a submission.

6. Technical Proficiency:

  • Advanced proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and Adobe Acrobat for document editing and proposal formatting.
  • Familiarity with tender management software or proposal management tools is a plus.

7. Editing and Proofreading:

  • Exceptional editing skills, with an eye for grammar, clarity, tone, and formatting to ensure that final documents are polished, professional, and free from errors.

  • Content Development Efficiency – The ability to reuse and adapt bid content for various opportunities.
  • Team Collaboration Effectiveness – Ability to work collaboratively with internal teams and clients.
